Roadmap

Phase 0: Foundation (November to December 2026)§

Freeze the draft v0.1. Create the neutral organisation, repositories, a permanent archive with a DOI, and this website. Publish the reference implementation, the explainer and the vectors. Complete a legal checklist (GDPR, UAE law, EU AI Act for matching).

Gate: a stranger can implement the specification from the text alone.

Phase 1: Proof (first quarter 2027)§

A second, independent implementation in another programming language. A pilot of 20 to 30 real sittings with three verifiers (for example a university department, a non-profit organisation and a school). Open a W3C Community Group. Publish a pilot report; release version 0.2.

Gate: both implementations pass the same vectors; the pilot report is public.

Phase 2: Spread (second and third quarter 2027)§

A third independent implementer. A live transparency log with daily checkpoints. Outreach to credential projects, recognition offices and organisations that serve refugees. A paper with a DOI. Attestor partners in about five countries. Descriptors translated into five languages. Privacy and security review. Release candidate 1.0.

Gate: three implementers, ten attestor organisations, three verifiers.

Phase 3: Institution (2028)§

Version 1.0 is frozen. A non-profit foundation owns the name, the domain and the log keys, independent of the founder. A Working Group charter or an equivalent is proposed.

Gate: governance independent of the founder; at least three independent stewards from two regions.

Funding§

Sources are not secured. Public funds for open internet infrastructure change from year to year, and some programmes pause; none is assumed.
